It is the purpose of this chapter to provide a sanitary and satisfactory method for the preparation, collection and disposal of municipal solid waste and refuse and for the maintenance of public and private property in a clean, orderly and sanitary condition for the peace, health and safety of the community. The system of collection and disposal of solid waste and recyclables by the City of Kenton is hereby declared a public utility.
