No sewer drain or water pipe from any building or premises shall be discharged into any septic tank or other like receptacle where such building or other premises is provided with proper sewerage accommodations with which the same can be connected. If at any future time such premises are provided with proper sewerage accommodations, the further use of such septic tank or other like receptacle shall be discontinued and proper sewer and drains constructed.
