All lateral sewer lines from the main line to and including the curb or right of way shall be installed by the City at the cost of the property owner, such cost to include all labor and material incident to the service installation as determined by the City. That part of the lateral sewer line on the property side of the curb or right of way shall be installed by the property owner at his cost. No lateral sewer line shall be installed nearer than six feet to any water line horizontally and eighteen inches vertically.
