No person shall connect with any main or branch sewer or repair the same within the line of any street or other public ground within the City without having such connection or repair work inspected by a duly authorized inspector of the Department of Public Services and permit issued by the Safety-Service Director. The inspection fee shall be twenty-two dollars ($22.00) for each connection.
