A connection fee is hereby established and shall apply to and be collected for each domestic, commercial and industrial sewer tap as follows:

Such fee shall be collected by the City at the time of connection of any lateral to the City sewer system, and shall be placed in a capital improvements fund for the purpose of expansion and improvement of the City sewer system.
