The following definitions are hereby established:
(a) “Available frontage” means the frontage for all parcels which abut on the sewer main. On corner parcels, the frontage means the shortest frontage which abuts on a street right of way. Parcels which already abut on a sewer main shall not be considered as part of the available frontage.
(b) “Contract areas” means areas served with sewers by the City where a contract exists between the City and a political subdivision.
(c) “Corner parcel” means a lot or parcel abutting on two or more intersecting streets.
(d) “Front foot” means the frontage which abuts on the street right of way. On corner parcels it means the shortest frontage so abutting. When the property to be served does not abut on a street right of way, front foot means the width of the parcel.
(e) “Noncontract areas” means areas outside the City served with sewers by the City where no contract exists with a political subdivision.
(f) “Service connection” or “lateral connection” means the connection of all or any part of the service lateral line to the tap.
(g) “Service line” or “service lateral” means the line extending from the sewer tap into the street sewer main to the property to be served and includes all necessary pipes, lines and appurtenances from the tap to and including the cleanouts.
(h) “Tap” means the connection to the sewer main and the necessary pipes or lines extending from the sewer main to and including cleanouts.
(i) “Sewer service outside City” means sewer service furnished to customers in contract areas or service authorized by the Safety-Service Director for customers in noncontract areas.
(j) “Plumber's bond” means that the plumber or owner installing a home service lateral to the City sewer main shall purchase a one-year bond to indemnify and save harmless the City from loss or damage which may be occasioned by either faulty material and/or workmanship in the installation of the lateral by the plumber or homeowner. Cost for a one-year one thousand dollar ($1,000) bond is approximately twenty-five dollars ($25.00).
(k) “Building square foot area” or “building square foot floor space” means the square foot area determined by measuring the length times the width of the outside building limits for a single story structure. For a two-story structure, the square foot area of floor space is twice the length times the width of the outside building limits; for a three-story structure, it is three times, etc. The term “story” includes basements.
(1) “Collector sewers” means those eight-inch sewer mains generally located in public rights of way which collect sanitary waste from individual lateral or service connections. Eight-inch collector sewers are the minimum size mains permitted by EPA and are those sewers installed by the City, cost of which is to be reimbursed by the lineal foot frontage assessment charge.
(m) “Transmission mains” are those sewer lines generally located in public rights of way which collect sanitary waste from the eight-inch collector sewers. These transmission mains are ten inches in diameter or larger and are those sewers installed by the City, cost of which is to be reimbursed by the square foot of building floor square foot area assessment charge. The square foot assessment charge is arrived at by subtracting the cost of an equivalent length of eight-inch main from the cost of the transmission main and then dividing this resultant cost by the number of expected 1,000 square foot increment building floor areas possible in the specifically zoned service area.
