The funds received from the collection of sewer rentals shall be deposited with the City Treasurer and kept by the Treasurer in a separate and distinct fund known as the “Sewer Rental Fund.” The Fund shall be used for the payment of the cost of the management, improvement, maintenance, operation and repair of the sewerage system and sewage treatment plant, and for the payment of the interest on any debt incurred for the improvement of the sewerage system by the construction of sewers and the sewage treatment plant and the acquisition of necessary land therefor, for sinking fund purposes for the retirement of such debt, and for any other proper purpose.
