Each charge or rental levied by or pursuant to this chapter is hereby made a lien upon the corresponding lot, land, or premises (i) served by a connection to the sanitary sewerage system of the City and (ii) for the stormwater sewerage system and, if the same is not paid as hereinbefore provided, it shall be certified to the County Auditor who shall place the same on the tax duplicates of the county with interest and penalties allowed by law, and shall be collected as other taxes are collected.
