(a) Sanitary Sewerage System Charges. There is hereby levied and assessed upon each building or premises having any sewer connection with the sanitary sewer system of the City, or otherwise discharging sewage or industrial wastes into the City sanitary or combined sewerage system, a sewerage service charge or rental in an amount prescribed by City Council, payable as hereinafter provided:
(1) No sewerage service charges will be made for nonpolluted water which is not discharged into the sanitary or combined sewerage system and where such water is metered separately.
(2) Residences which are connected to the sanitary or combined sewerage system but which have no City water supply will be charged at the minimum rate.
(3) Commercial and industrial users who have their own wells or other source of supply will be required to install and maintain an approved type of metering system.
(b) Stormwater Sewerage System Charges. There is hereby levied and assessed upon each building or premises a stormwater sewerage service charge or rental in an amount prescribed by City Council.
(c) Payment for Charges. Payments of all charges under this section shall be made in cash on or before the fifteenth day of the month next following the billing period; if not paid until after the fifteenth day, a ten percent penalty will be assessed upon the above rates. Such rentals shall be payable at the same time water bills are payable and shall be billed upon the same statement.
(d) Unpaid Charges. If the bill for sanitary sewerage service and/or stormwater sewerage service remains unpaid by the thirtieth day of the month in which the same is due, a forty-eight hour notice of shut-off shall be delivered to the property. If payment is not made within such forty-eight hour period, the water furnished by the Department of Water and Sanitary Sewage shall be shut off at such premises as soon after the forty-eight hour period as practicable and shall not be turned on again until all sanitary sewerage service and stormwater sewerage service rentals and water charges are paid.
