(a) Sanitary Sewerage System. It is hereby determined and declared to be necessary and conducive to the protection of the public health, safety, welfare and convenience to levy and collect charges or rentals upon all premises served by, or having connection with, the sanitary or combined sewerage system and the sewage treatment plant of the City. The proceeds of such charges or rentals so derived shall be for the use of the sanitary sewerage system and treatment plant as hereinafter provided.
(b) Stormwater Sewerage System. It is hereby determined and declared to be necessary and conducive to the protection of the public health, safety, welfare and convenience to levy and collect charges or rentals upon all premises served by, or having connection with, the stormwater sewerage system of the City. The proceeds of such charges or rentals so derived shall be for the use of the stormwater sewerage system as hereinafter provided.
