Notwithstanding any other statute, ordinance or rule of law to the contrary, the Director of Finance shall withhold payment of any moneys which may be owed or which are alleged to be owed by the City to any person whenever the Director of Finance has reasonable grounds to believe that such person is indebted to the City, or has failed to file or is likely not to file a required income tax return in cases where it is reasonable to believe that a tax would be owed, or has failed to pay in full or is likely not to pay in full any tax obligation relating thereto.
