In the event of temporary absence or inability of the Director of Finance to perform his or her duties for any cause or reason, the Director of Finance shall be empowered to delegate to the Deputy Director of Finance or the City Tax Commissioner such powers and authority of the office as the Director deems necessary to maintain the continuity and efficient operation of the Department of Finance. In the event the Director of Finance is unable to delegate the powers and authority of the office referred to above, the Deputy Director of Finance shall assume the powers and responsibility of the Finance Director.
