131.01 SETTLEMENT OF MINOR CLAIMS.
   (a)   The City Manager is hereby authorized to investigate all minor claims in an amount not to exceed five thousand dollars ($5,000) made by or against the City and to determine payment of any claim filed with him or her or by the City in an amount not to exceed five thousand dollars ($5,000).
   (b)   The City Manager is hereby authorized to approve or deny payment based upon his or her judgment of the merits of the claim, or to accept payment on City claims in an amount less than the fully billed amount, based upon the merits of the case. Whenever the City Manager determines that a claim should be paid, he or she shall request the Finance Director to pay such claim from the proper account.
