113.04 PURCHASING PROCEDURES.

Each department, board or commission shall comply with the purchasing procedures established by the Finance Director. When a question of doubt arises, it shall be the obligation of the particular City department, board or commission to consult with the Finance Director as to the procedure that will be followed.
