A Charter Review Commission of fifteen (15) members shall be appointed by Council in January, 1975 and each ten years thereafter to study, appraise and evaluate the operation of this Charter. The Commission shall recommend to Council amendments, if any, to said Charter, which they deem desirable or necessary.
The Council shall meet to consider all recommendations of the Commission, and after due deliberation and consideration thereof, the Council shall determine which amendments, if any, shall be submitted to the electorate for approval. (Amended 11-6-90.)
