The public access channels shall be made available to all citizens of the City of Kent on a reasonable basis. Rules and regulations governing use of the public access channels shall be recommended by the Provider and approved by the City pursuant to the franchise agreement. After approval by the City, the rules and regulations governing the public access channels shall be given to Subscribers through a direct mailing at least one (1) time per year. They shall also be filed with the secretary of the Cable Television Commission.
