Pursuant to Ohio R.C. 3929.86, no insurance company which is doing business in the State of Ohio shall pay a claim of a named insured for fire damage to a structure which is located within the City in those instances when the aggregate amount recoverable under all polices for the fire loss to the structure exceeds five thousand dollars ($5,000) without complying with the provisions of this chapter.
