936.09 ACCOUNTING AND BILLING.

(a) Recycling Declared a Utility. Collection of recyclables is declared a utility under provisions of Chapter 935 of the Codified Ordinances. As such, billing for collection services will be implemented and collected by the City's recycling contractor.
