Upon the placement of recyclables and other solid waste, yard waste at a designated location for collection by the City's Contractor, the material shall become the property of the City.
It shall be violation of this chapter for any person other than the authorized personnel of the Department of Public Service, the authorized personnel of the Health Department, the authorized personnel of the Police Department, the authorized personnel of the Fire Department, the City's Recycling Contractor or the resident placing such other solid waste, and yard waste for collection, to collect, pick up, or cause to be collected or picked up, such refuse other solid waste, and yard waste. Each such collection in violation hereof shall constitute a separate and distinct offense.
This section of the chapter shall not apply to multifamily, commercial, industrial, governmental or institutional billing units in the City who choose to recycle under the "private hauler" program as is more fully set forth in Section 935.18.
