The Director of Public Service or their representative, shall have full and complete authority to make such rules and regulations, not inconsistent herewith, pertaining to the coll ction and disposal of refuse, solid waste, garbage, rubbish and trash, the collection and disposal of yard waste as well as the administration thereof, as may be deemed advisable.
