931.01 DEFINITIONS.
   For the purpose of this chapter, "composting" means the controlled decomposition of organic solid wastes, including yard waste, under aerobic conditions to produce a relatively stable, inert material that may be incorporated into the soil without producing any adverse impact to the soil or to the public health. Yard waste includes grass clippings, leaves, branches and twigs, shrubbery trimmings, straw, pine needles, sawdust, wood ash, and Christmas trees.
