919.05 UTILIZATION CHARGES FOR ADDITIONS, REMODELING OR INCREASED USAGE.
   (a)   An additional utilization charge shall be assessed against any person or entity who increases the sewage and/or water load of the City's sewer system through additions or remodeling or modification of an existing multifamily, commercial or industrial use or structure including increased usage through longer operating hours which result in an increased sewage load and the amount of the utilization charge to be assessed shall be made by the process provided herein, after giving notice and an opportunity for a hearing to the person or entity to be assessed. The amount to be assessed shall be based upon the anticipated units of additional water and/or sewage load using the calculation methods provided herein, and the City's current per-unit utilization charge rates.
    (b)   No person or entity shall make or cause to made a lateral connection into the City's water and/or sewer system(s) or make or cause to be made a modification or addition to an existing multifamily, commercial or industrial use or structure which results in or would be likely to result in an additional water and/or sewage load to the City's water and/or sewer system(s) including increased usage through longer operating hours without first obtaining a permit therefor from the Community Development Department.
