All privy vaults and chemical privy tanks shall be thoroughly cleaned at least once each year. Under no circumstances shall a privy vault or chemical privy tank be allowed to be come filled to the top. The cleaning of privy vaults and chemical privy tanks and the removal of night soil, sewage sludge, swill, garbage and other filthy or offensive substances shall be done only at such time and in such manner as the Board of Health shall specify. Septic tanks shall be pumped at least once every two years in such manner as the Board of Health shall specify. A certification of such cleaning or pumping shall be filed with the City Health Department.
