Any and all costs for the initial installation, and replacement where replacement is necessary due to an increase in water demand resulting from a change in the nature of the use of the structure of all waterline laterals located within the public right of way or within the boundaries of the private premises of individual property owners in the City, shall be paid by the owner of the property being served by the water line lateral. The City shall maintain, repair and replace where necessary, due to poor condition of the lateral, that portion of the waterline lateral located within the public right of way from the water main to and including the curb box or water shut off valve box, the cost of which shall be borne by the City. The owner of the property shall maintain, repair and replace where necessary, due to poor condition of the lateral, that portion of the waterline lateral located within the public right of way and on private property from the curb box or water shut off valve box to the building or to the water meter, the cost of which shall be borne by the owner of the property being served by the waterline lateral and except that when such repair or replacement is a part of a street reconstruction improvement, all costs within the right of way shall be borne by the City.
