No driver of a vehicle shall be hired by an operator or drive a vehicle without first obtaining from the City Manager a license to do so. An applicant for a license must be at least twenty-one years of age.
The applicant shall pay a fee for such license in the amount of one dollar ($1.00) per year. The permit issued under such licenses shall be certified by the City Manager and Chief of Police. The fee shall be paid into the General Fund.
