No person, firm or corporation shall conduct or begin to conduct any form of circus, carnival or related amusement at a temporary place of amusement within the City without first having a license there for as provided in this chapter. No person shall operate a concession in connection with the operation of a circus, carnival or related amusement without first obtaining a license there for as provided in this chapter.
