The following definitions shall apply in the interpretation and enforcement of this chapter.
(a) "Park" or "parking" means the standing of a motor vehicle, whether occupied or not, upon the public streets designated herein between the hours of 3:00 a.m. and 6:00 a.m. and not designated or posted for permitted overnight parking. This section is excepted for the purpose of and while actually engaged in receiving or discharging passenger(s) or loading or unloading merchandise or in obedience to traffic regulations, signs or signals or an involuntary stopping of the motor vehicle by reason of causes beyond the control of the operator of the vehicle.
(b) "Motor vehicle" means any device in, upon or by which any person or property may be transported upon a highway, except a device which is operated upon rails or tracks.
(c) "Street" means any public street, avenue, road, alley, highway, lane or path or right-of-way designated in Section 353.02.
