353.03 PARKING PERMITS.
   (a)   The Director of Community Development is hereby authorized to issue City of Kent parking permits.
   (b)   Overnight Resident Parking Permits will be issued to downtown residents only for parking in designated areas. Proof of current/active lease for a downtown residential unit must be provided prior to issuance of the permit.
   (c)   Designated overnight resident parking area will be no more than ten (10) spaces on the south side of Portage Street as designated in Section 353.02.
   (d)   Overnight Resident Parking Permits must be displayed from the rearview mirror from 7:00 p.m. to 8:00 a.m. excluding Sundays, in the designated area.
   (e)   Overnight Residential Parking Permits will require the payment of a fee of thirty- five dollars ($35.00), paid no less than on a quarterly basis. Payment for an Overnight Resident Parking Permit does not guarantee a specific parking space, but rather, entitles the permit holder to park at any available space in the area designated in Section 353.02.
   (f)   Day Parking Permits for the municipal surface parking lot, known as the South Water Street Lot, will be issued to office only employees working at “Building A-Water Street Building” and “Building B-West Erie Building”, in accordance with the requirements of Section 6 “Public Improvements” of the “Lease of Land for Private Redevelopment”, dated September 6, 2011.
   (g)   Day Parking Permits will not have a fee, will be issued on an annual basis, and must be displayed from the rearview mirror from 7:00 a.m. to 5:00 p.m., Monday through Friday. (Ord. 2022-005. Passed 1-19-22.)
