No person shall park or store any motor vehicle, vehicle or part thereof on any public street, alley, avenue, court, boulevard, drive or any other type of thoroughfare or right of way or part thereof within the City for more than twenty-four consecutive hours, which period shall include moving any vehicle or part thereof to another such public thoroughfare or right of way for parking or storage purposes.
