The Community Development Director, shall have the authority as necessary in the interest of the public health, safety and welfare, to adopt and promulgate rules and procedures relative to enforcement; to interpret and implement the provisions of this code; to secure the intent thereof; and to modify applicable requirements due to the local climate or other unusual conditions.  Such rules shall not have the effect of waiving any requirement of this code or of compromising public safety.
