1153.02  USES.
   Within an I-R: Industrial Research and Office District, no building, structure or premises shall be used, arranged to be used or designed to be used except for one or more of the following uses:
   (a)   Permitted Uses:
      (1)   Administrative, executive, financial, data processing, accounting, clerical and drafting offices.
      (2)   Accessory uses clearly incidental to the principal uses permitted on the same premises.
      (3)   Signs as regulated by Chapter 1165 .
   (b)   Conditionally Permitted Uses: The Planning Commission may issue Conditional Zoning Certificates for uses listed herein, subject to the general requirements of Chapter 1171 referred to below:
      (1)   Institutions for human care hospitals, clinics, sanitariums, convalescent homes, nursing homes, child day care centers, homes for the aged and other philanthropic or eleemosynary institutions subject to Section 1171.01(1), (2), (3), (5), (7), (9), (11) and (17).
      (2)   Sales offices, provided that there shall be no display of any actual product for sale except in accordance with the following regulations:
         (a)   No display will be in an exterior show window;
         (b)   The total area devoted to display including both the objects displayed and the floor space set aside for persons observing the displayed objects, shall not exceed twenty percent (20%) of the usable floor area of the establishment using the display of an actual product for sale as a sales procedure;
         (c)   There shall be no outdoor storage of goods or materials regardless of whether or not they are for sale; and
         (d)   There shall be no warehousing or the indoor storage of goods or materials beyond that normally incidental to such an office.
      (3)   Experimental or testing laboratories provided that no physical effect of the experimental or testing activity can be detected beyond the confines of the building in which the activity is located shall appear to be other than that normally incidental to an office use.
      (4)   Any other office, research or similar use which the Commission finds to be consistent with the purpose of this Chapter and of a character which will not impair the use of adjacent properties.
      (5)   Governmentally owned and/or operated buildings and facilities subject to Section 1171.01(3) and (7).
      (6)   Public utility right of ways and pertinent structures subject to Section 1171.01(10).
      (7)   Temporary buildings and uses incidental to construction work subject to Section 1171.01(17) and (24).
      (8)   Child Day Care Facilities as subject to Section 1171.01(1), (2), (3), (5), (9), (11), (17), and (54).
