6-1-8: LIMITATIONS ON BACKING:
   A.    When Permitted: The driver of a vehicle shall not back the vehicle unless that movement can be made with safety and without interfering with other traffic.
   B.    Controlled Access Highway: The driver of a vehicle shall not back it upon any shoulder or lane of travel of any controlled access highway. (2009 Code)
