This chapter shall constitute the "traffic code" of the city and may be cited as such. It comprises all general regulations relating to travel and traffic and parking and standing upon the streets and public highways and all other places open to the public for the use of vehicles, and the rights, duties and restraints of persons as the same pertains therein.
