A. Declared Nuisance: The improper collection, disposal or discharge into the atmosphere of hazardous material is hereby declared to be a nuisance and is unlawful.
B. Abatement: The city shall take cognizance of all solid waste related nuisances within the limits of its jurisdiction and shall take such measures as may be effectual to suppress and abate the same, including contracting to abate such nuisances and billing the property owner for the expenses of abatement.
