A. Authorization Required: It shall be unlawful for any person to deposit solid waste in any commercial container placed for a private or public individual, business, or agency unless the person has been authorized by the owner of individual in charge of the container.
B. Use By Nonresidents: It shall be unlawful for any person not a resident of the city to leave solid waste with a city resident for pick up pursuant to this chapter.
C. Violation: Violation of this section shall be construed as a "theft of services". (Ord. 611, 2-10-1987, eff. 2-10-1987)
