There shall be no vested right to a license or the transfer or renewal thereof. It is hereby declared to be the public policy of the city to make the possession of a license a personal privilege, revocable or nonrenewable or suspendible upon any violation or conviction of any law set forth in this chapter or for violation of any federal, state or city ordinance pertaining, regulating, governing or prohibiting the sale, manufacturing, transportation or possession of any alcoholic beverage or intoxicating liquor.
