It shall be unlawful for any person, firm, corporation, society or other organization to obtain a variance or street vacation without compliance with the provisions of this chapter, and any person, firm, corporation, society or other organization violating the provisions of this chapter shall be deemed guilty of a misdemeanor, and, upon conviction of such violation, shall be subject to penalty as provided in section 1-4-1 of this code.
