Any person, firm, corporation, society or other organization desiring to close a street or alley within the limits of the city shall make a written request for such closure at the office of the city clerk. As part of the request, the applicant will agree to pay to the city all expenses incurred by the city in the process of closing or vacating a street or alley, and said expenses shall be paid in full before said vacated street or alley is transferred to the adjacent landowners.
