It shall be unlawful for any person to refuse, neglect or fail to afford any duly authorized representative of the city free access at all reasonable hours to any and all parts of buildings or premises supplied with sewer service or with water from the city water supply system for the purpose of making records, readings and inspections of the location, condition and sufficiency of pipes, fittings, valves, traps, fixtures and appliances and noting the amount of water used and the manner in which it is used.
