If any person shall make, procure, or maintain any unauthorized connection to the city water supply system or between any city water main and the meter appertaining to the service connection, such person shall, in either instance, be deemed guilty of a misdemeanor and, upon conviction thereof, shall be subject to penalty as provided in section 1-4-1 of this code and, in addition, the water shall be shut off and shall not be again turned on until the best adjustment possible shall have been made for the water so illegally consumed insofar as the same can be approximately determined and the charges for such water and all penalties incurred have been fully paid.
