(A) The town or its designee, or authorized representative, shall have the right to enter, at reasonable time, any non-residential property served by a connection to the town public water supply for the purpose of performing the duties of this subchapter.
(B) In those cases in which the property owner chooses not to provide such access, the town or its designee, or authorized representative, may designate the location as a high hazard in accordance with § 51.23 of this chapter.
