Should any subchapter, section, clause, phrase or word of this chapter be held invalid or unconstitutional by a court of competent jurisdiction of either the state or the United States, such decision does not affect, impair or invalidate the validity of the remaining parts of this chapter which can be given effect without the invalid provision.
