No person shall, within the limits of the City, fire or discharge any cannon, musket, rifle, revolver, pistol or other firearm or air gun, except in cases of necessity or in the performance of a public or lawful act of duty, nor set off or discharge any firecracker, rocket, torpedo, squib or other fireworks within the limits of the City without permission first obtained from the Mayor.
