4-1-5: PENALTY:

Every person who violates or fails to comply with any of the provisions of this chapter shall, upon conviction, be fined as follows:

   A.   First offense: One hundred twenty five dollars ($125.00);

   B.   Second offense: Two hundred fifty dollars ($250.00);

   C.   Third offense: Three hundred seventy five dollars ($375.00);

   D.   Fourth offense: Five hundred dollars ($500.00);
