A. Lowest Bidder Not Chosen: When the award is not recommended to be given to the lowest bidder, a statement of the reason for such recommendation shall be prepared by the purchasing agent.
B. Multiple Low Bids: When two (2) or more responsible bidders submit the same low bid, the contract award shall be determined by drawing lots at a public meeting of the City Council, unless one bidder is a local contractor and one is a nonlocal contractor, in which event, the local contractor shall be awarded the contract.
