10-1-3: APPLICATION AND INTERPRETATION:
   A.   Minimum Requirements: In interpreting and applying the provisions of this title, they shall be held to be the minimum requirements for the promotion of the public health, safety, morals, comfort and general welfare.
   B.   Easements, Covenants And Other Agreements: It is not intended by this title to interfere with, abrogate or annul any easements, covenants, or other agreements between parties; provided, however, that wherever this title imposes greater restriction upon the use of buildings, structures or land, or requires more restrictive building lines, then the provisions of this title shall control.    C.   Conflicting Provisions Repealed; Exception:
      1.   All ordinances, resolutions, or parts thereof in conflict with this title are hereby repealed insofar as they conflict with the provisions of this title. (Ord. 2017-12, 12-11-2017; amd. 2018 Code)
      2.   Notwithstanding the provisions of subsection C1 of this section, nothing herein shall be interpreted as a repeal of the City's ordinances regulating development in special flood hazard areas; and, where a conflict is determined to exist, the provisions regulating development in special flood hazard areas shall control.    D.   Validity: If any article, section, subsection, sentence, clause or phrase of this title is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this title. (Ord. 2017-12, 12-11-2017; amd. 2018 Code)
