8-3-2: DEFINITIONS:
For purpose of this chapter, the following terms, phrases, words, and their derivations shall have the meanings given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural include the singular, and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
ASHES: Residue from fires used for cooking and for heating residential buildings.
BULK ITEMS: Items too large to fit within a container of a size approved by the City, such as couches, chairs and tables, but excluding items too large to be placed in a compactor type truck.
CITY: The City of Keithsburg, Mercer County, Illinois, a Municipal corporation.
E GOODS: Computers and their component units and peripherals.
GARBAGE: Wastes resulting from the handling, preparation, cooking, and consumption of food; wastes from the handling, storage and sale of produce.
PERSON: Any owner of residential property located within the City of Keithsburg, regardless of whether that owner is a person, firm, partnership, association, corporation, company, trustee, or organization of any kind.
RECYCLABLES: Rinsed aluminum and steel (tin) cans, recyclable (#1 and #2) plastics, newspapers, white paper, clean textiles in a plastic bag, glass (unbroken clear, or brown or green) and corrugated cardboard, or such additional or different materials as may be specified for recycling by future regulation of the City depending upon then existent markets for recycled materials.
REFUSE: All putrescible and nonputrescible, combustible and noncombustible solid wastes (except body wastes), including garbage, rubbish, ashes and street cleanings, but the term "refuse" does not mean rocks, earth or wastes or broken concrete from buildings or demolition operations, nor shall it include said wastes resulting from industrial processes and manufacturing operations such as food processing wastes, boiler house cinders, lumber, scraps and shavings. The term "refuse" does not include household hazardous wastes such as paints, oils, and solvents, nor does it include yard waste or automobile tires.
RUBBISH: Nonputrescible solid wastes (excluding ashes), consisting of both combustible and noncombustible wastes, such as paper, cardboard, tin cans, wood, glass, bedding, crockery and similar materials.
WHITE GOODS: Appliances such as refrigerators, washers and dryers.
YARD WASTE: Any type of plant material such as grass or shrubbery clippings and cuttings and other refuse attending the care of lawns, shrubbery, vines, trees and tree limbs, also known as "garden trash" and "landscape waste". (Ord. 2003-8, 12-8-2003, eff. 1-1-2004)
