6-4-3: PERMIT REQUIREMENTS:
   A.   Permit Required: No person shall operate a motorized golf cart, neighborhood vehicle, ATV, recreational off road vehicle and off road motorcycle without obtaining a sticker from the City as provided in this section. (Ord. 2015-2, 7-13-2015; amd. 2018 Code)
   B.   Conditions Of Permit: No sticker shall be granted unless the following conditions are met:
      1.   The vehicle must be inspected by the designated representative to ensure that the vehicle is safe to operate on City streets and is in compliance with this chapter and with the State of Illinois Motor Vehicle Code.
      2.   The applicant must provide evidence of insurance in compliance with the provisions of the Illinois Statutes regarding minimum liability insurance. (Ord. 2015-2, 7-13-2015)
   C.   Inspections: It will be the responsibility of the designated representative for the City to contact all owner(s) of golf carts, neighborhood vehicles, ATVs, recreational off road vehicles and off road motorcycles that will be riding on streets within the City to make sure their apparatus has been inspected.    D.   Verification Of Insurance Coverage: Insurance coverage will be verified as in effect by the designated representative for the City when issuing or renewing a permit.
   E.   Term Of Permit; Renewals: Stickers shall be granted for a period of one year and may be renewed annually for the period July 1 to June 30. (Ord. 2015-2, 7-13-2015)
   F.   Suspension Or Revocation Of Permit; Reinstatement:
      1.   The City may suspend or revoke a sticker granted hereunder upon a finding that the holder thereof has violated any provisions of this chapter or there is evidence that the permittee cannot safely operate a motorized golf cart, a neighborhood vehicle, an ATV, a recreational off road vehicle and/or an off road motorcycle on the designated streets. A revocation shall be made in writing and set forth the basis for the revocation. Revocations may be appealed in writing to the Mayor within fourteen (14) days from the issuance of a revocation. The Mayor shall investigate the situation and make a written decision based upon a preponderance of the evidence as to whether the revocation is authorized by this chapter or that the failure to revoke jeopardizes public safety.
      2.   Anyone obtaining a sticker must remember that in order to operate a motorized golf cart, a neighborhood vehicle, an ATV, a recreational off road vehicle or an off road motorcycle the operator must have a valid driver's license therefor. Allowing anyone to operate the equipment without such could result in the City revoking the sticker.
      3.   In the event a sticker is revoked due to failure to maintain the required liability insurance or a failure to maintain the minimum equipment and safety systems required by this chapter, the designated representative may, in his discretion, reinstate the sticker upon documentation or modification of the properly equipped motorized golf cart, neighborhood vehicle, ATV, recreational off road vehicle or an off road motorcycle necessary to cure any deficiencies, as applicable.
