At any time after the adoption of a land use plan for the municipality, the Planning and Zoning Commission, for the purpose of carrying out the policies and goals of the land use plan, may and upon instructions by the City Council shall prepare a proposed revised ordinance and submit it to the governing body with its recommendations for adoption. No zoning ordinance or amendment thereto shall be adopted by the Council until a public hearing has been held thereon by the Planning and Zoning Commission after a notice similar to that required by § 30.034(B).
