The City Council shall adopt regulations establishing standards and requirements regulating the type, location, size, material, number, manner of placement and installation, and removal of monuments, markers and plantings permitted within the cemetery. Any charges for monument fees or marker fees shall be paid in accordance with the rates established by the Maple Grove Cemetery Association prior to the transfer until a time that a fee schedule is set by Council resolution.
